the U.S. House and Senate passed the chip bill.<\/p>\n\n\n\n<p>The U.S. House of Representatives passed the $280 billion Chip and Science Act on Thursday (2022.7.28) EST, which aims to subsidize the U.S. domestic semiconductor manufacturing industry and invest in science and technology innovation to enhance U.S. competitiveness and self-sufficiency (self-reliance). Semiconductor manufacturing is considered a pillar of the contemporary economy and national security, as well as a frontier for scientific innovation.<\/p>\n\n\n\n<p>The House passed the bill by a vote of 243 to 187, after the Senate passed it by a vote of 64 to 33 the day before. Most Republicans voted against the bill in the House and Senate, citing another major piece of legislation that Democrats were trying to pass during the same period (see next news brief) aimed at massive tax increases and increased government spending, and thus the need to block this legislation to prevent further Democratic action. Some progressive lawmakers also opposed the bill, such as independent Sen. Bernie Sanders (I-Vt.), who voted against the bill, concerned that the bill could grow the power of large corporations and harm the rights of workers and minorities. President Biden and the executive branch, the Democratic Party establishment, and a portion of the Republican Party strongly supported this bill.<\/p>\n\n\n\n<p>The Chip Act would invest approximately $52 billion in chipmakers and is designed to incentivize the construction of domestic semiconductor manufacturing plants (&#8220;fabs&#8221;) in the U.S. The bill would also invest $100 billion over five years to expand the work of the National Science Foundation and establish regional technology centers. Sen. Joe Manchin (D-W.Va.) told Senate Majority Leader Chuck Schumer (D-N.Y.) that he would support the bill on health, energy, and taxes that would address the high cost of health care and inflation in the United States and invest in national energy security. The bill is considered a scaled-down version of Build Back Better Act, which Manchin has previously said he opposes because of inflationary factors.<\/p>\n\n\n\n<p>Democrats said it was a &#8220;surprise&#8221; and the bill is expected to pass the U.S. Senate with a 50-50 vote, with Vice President kamala Harris voting in favor.
