1. 欧洲能源无断供之虞,但价格明显上涨
根据德国网络署的数据,截至10月7日的天然气库存水平已经超过92%,远高于去年同期约70%的库存量,也已超额完成了柏林政府制定的10月1日之前储气85%的目标。按网络署的计算,目前库存足以确保德国在一切天然气进口皆中断的情况下覆盖近三个月的用气需求,按过往取暖季的消耗计算,目前的储气量足以确保至明年2月末的需求。
考虑到德国已经加大了从挪威、荷兰和美国的进口量,并已与卡塔尔和沙特阿拉伯签订了今年12月起生效的新供气协议,加上已与德国签订能源互助协议的法国天然气储气量已达100%,德国今冬不存在实际的缺气或天然气配给供应风险。
除德国外,法国法国能源监管委员会(CRE)5日宣布,法国今冬天然气储气量已达到100%,但仍需通过“集体努力来削减能源消耗”。其他欧洲国家以及欧盟整体均达到了很高的天然气储气量。
不过,欧洲国家的天然气价格和能源价格确实出现明显上升,这也进一步推高了整体通胀率。
1.Europe’s energy supply not in danger of being cut off, but prices up significantly
According to the German Network Agency, gas stocks as of Oct. 7 were over 92%, well above the 70% stock level of the same period last year, and exceeding the Berlin government’s target of 85% storage by Oct. 1. According to the Network Agency, the current stocks are sufficient to cover Germany’s gas demand for almost three months in case of a disruption of all gas imports, and the current reserves are sufficient to cover demand until the end of February next year, based on past heating season consumption.
Considering that Germany has increased imports from Norway, the Netherlands and the United States, and has signed new supply agreements with Qatar and Saudi Arabia effective December this year, as well as the fact that France, with which Germany has signed a mutual energy agreement, has 100% of its gas reserves, there is no real risk of gas shortage or gas rationing in Germany this winter.
In addition to Germany, France’s French Energy Regulatory Commission (CRE) announced on the 5th that France has reached 100% natural gas storage this winter, but still needs to make “collective efforts to reduce energy consumption”. Other European countries, as well as the EU as a whole, have reached high levels of gas storage.
However, gas prices and energy prices in European countries did rise significantly, which further pushed up the overall inflation rate.
2. 德国推出2000亿欧元巨额能源纾困政策
德国政府9月29日宣布抢救能源通膨危机的最新方案,投入2000亿欧元补贴居民与企业,创下一年来欧洲各国类似方案的最高纪录,并打算暂时打破德国宪法对政府举债上限的规定。
不过,欧元区财政部长3日发表声明,称各国因能源问题需“维持公平竞争和共同市场完整性”,暗示对上周德国提出2000亿欧元超大型纾困案的不满。有分析指出,富裕的德国只顾补贴自家企业,恐让欧盟内部恶性竞争,破坏共同市场原则。
2.Germany launched a huge energy bailout policy of 200 billion euros

3.挪威宣布准备开始对留学生收取学费
世界上少有的几个依然对留学生免学费国家挪威,现在也决定从2023年秋季学期开始对欧盟、ESS、瑞士、冰岛、列支敦士登以外的国家来的留学生收取学费了。
学费的水平暂时还未定,但应该可以覆盖学校的实际花费。学费只适用于新生,2023年秋季之前入学的学生不影响。
3.Norway announces readiness to start charging tuition fees for international students
Norway, one of the few countries in the world that still offers free tuition for international students, has decided to start charging tuition fees for international students from countries other than the EU, ESS, Switzerland, Iceland and Liechtenstein from the fall semester of 2023.
The level of tuition is not yet determined, but should cover the actual cost of the school. Tuition fees apply only to new students, and do not affect students enrolled before fall 2023.

4.Google to invest 100 billion yen in Japan to build data centers
Sundar Pichai, chief executive officer (CEO) of U.S. Google, on Oct. 7 revealed plans to invest 100 billion yen in Japan by 2024. It will be used to build the company’s first data center set up in Japan, among other things. Amid signs of a growing economic slowdown, Pichai made it clear that Google will accelerate its efforts to improve business efficiency while prioritizing growth by investing in the Asia-Pacific region, including Japan.
In an exclusive interview with the Nihon Keizai Shimbun and TV Tokyo in the Tokyo metropolitan area, Pichai, who was visiting Japan, revealed the company’s business approach in Japan and Asia. Pichai explained that “in the four years from last year to 2024, we will invest 100 billion yen, part of which will be used to build data centers,” and that he will increase investment in submarine cables and human resources development.
5. 日本基本取消入境管控措施
日本宣布将从10月11日开始放宽入境管控措施,具体包括三点:
1、取消每日入境最高 5万人的人数限制。
2、恢复原有的免签国家旅客的免签入境政策。
3、 开放自由行,允许外国人旅客个人入境。
分析认为,这意味着日本基本取消了对国际人员入境日本的公共卫生管制措施。
5.Japan basically lifts entry control measures
Japan has announced that it will relax its immigration control measures from October 11, including three points.
1. Removal of the maximum daily entry limit of 50,000 people.
2. Restore the visa-free entry policy for travelers from visa-free countries.
Opening up the free flow of travel to allow individual foreign travelers to enter the country.
